Starlight Heights - Share Your Story to Shape the Future!
Overview
DeKalb County is working on a Small Area Plan (SAP) for the Starlight Heights neighborhood. Located off Moreland Avenue, this quiet neighborhood has been the focus of increased interest and development in recent years. The Small Area Plan will focus on defining who Starlight Heights is and who it wants to be through placemaking, policies, infrastructure recommendations, and storytelling.
Why Starlight Heights?
Starlight Heights is a charming neighborhood with tree-filled yards and proximity to local resources. Surrounding industrial uses, commercial businesses, and government facilities will have a continued presence and impact on the neighborhood. Among this context, there is a need to enhance and improve the Starlight Heights community for all those who call the area home. The planning efforts will build upon the community foundation that already exists.
Project Goals
Establish a clear vision for Starlight Heights that honors its history, character, and identity while guiding its future as a vibrant and connected community.
Foster meaningful partnerships and build community trust with residents, stakeholders, and community assets to help ensure the planning process reflect shared priorities and local voices.
Create a practical and implementable plan with clear strategies, achievable recommendations, and prioritized actions that can guide future investment and efforts.
Use interactive community input activities to encourage participants, build community connections, and celebrate Starlight Heights.
Schedule
The project kicked off in April 2026 and will occur over 4 phases.
Phase 1 | Existing Conditions (April - June 2026): We will assess the history, land use, connectivity, and current conditions of the study area.
Phase 2 | Public Involvement (active throughout project): This phase culminates in two community meetings (June & September), which will focus on connecting with community members and hearing their stories.
Phase 3 | Concept Plan (June - October 2026): We will develop concepts for integrating current neighborhood conditions into a connected, walkable, and creative place with a visible identity.
Phase 4 | Project Deliverables (September - November 2026): This final phase includes developing final recommendations for housing, transportation and the public realm in addition to an implementation schedule.
